An engineer by education and training, during his time as a US submarine officer Phil saw the impact that human centered design brings to systems engineering when he attended his first Tactical Advancements for the Next Generation (TANG) workshop. He quickly discovered a passion for Design Thinking and repeatedly saw the value that design delivered by clarifying the challenge and generating solutions connected to user needs. After his navy career, Phil joined 2Mi, founded to empower system development with Design Thinking and Human Centered Design to solve human centered challenges for active duty, government, and private organizations. As a Project Manager and Product Owner, working with expert teams leveraging creativity and curiosity to tackle mission-focused, human-centered National Security challenges. As the Senior Technology Strategist for the program he is responsible for uncovering internal needs, and selecting tools that meet those needs and facilitate the spontaneous and unexpected connections that generate innovative solutions.
His tours as a US submarine officer included the USS West Virginia in Kings Bay, GA and government acquisition program offices in Washington D.C. Phil studied at Villanova University, where he earned a B.S. in Chemical Engineering and Philosophy. Upon receiving his officer commission, Phil reported to the Nuclear Power training pipeline in Charleston, SC. He received a Masters in Engineering Management from Old Dominion University while in the Navy as well as certifications as a Project Management Professional (PMI PMP) and Lean Six Sigma Black Belt (ASQ CSSBB).
